The Community for Road Safety has submitted formal views to the Government’s public consultation on Hong Kong’s Five-Year Plan, urging the adoption of "Vision Zero for Road Safety" as a high-level policy grounded in the internationally recognised Safe System Approach.

With road fatalities in the first five months of 2026 already 40% higher than the same period last year, and global bodies including the United Nations, World Bank, and Asian Development Bank increasingly committing to eliminating road deaths and serious injuries, the submission argues that Hong Kong risks falling behind unless it moves beyond its existing "Zero Accidents" goal.
